Davenport Municipal Government

Davenport, Iowa, has a council/city administrator form of government which balances the strengths of elected officials in the city council with the managerial and administrative experience of a city administrator. This form of government is popular in the Quad Cities and across the country as the city administrator takes care of the business of running the city and their powers are balanced by the mayor and the elected officials on the city council.

Davenport’s City Administrator

The City of Davenport’s city administrator is responsible for carrying out the policies of the mayor and city council and coordinating the work and performance of all city departments. The city administrator prepares the city’s annual budget, hires and fires city personnel, attends city council meetings, informs the mayor and city council of Davenport’s fiscal health, and ensures that the city’s services are carried out in a timely, efficient manner.

Davenport’s Mayor

Davenport’s mayor acts as the city’s chief executive officer, appoints members to positions on city boards and commissions, presides at all city council meetings, and may cast the deciding vote in the event of a tie. Along with the city council and city administrator, Davenport’s mayor helps ensure that no branch of the city’s government possesses too much power or influence over the city’s business, resolutions, amendments, or ordinances.

Davenport’s City Council

Davenport’s City Council is comprised of an alderman from each of Davenport’s eight wards along with two at-large aldermen. The council sets policies for the city, determines tax rates, approves the city’s annual budget, and formulates Davenport’s long-term public policies. Davenport’s city administrator may make policy recommendations to the city council but ultimately it is the council’s decision on whether or not to act on those recommendations.
